
New Delhi: Rosmerta Auto Recycling Pvt. Ltd. (RARPL) has entered into a strategic agreement with VE Commercial Vehicles (VECV) to accelerate authorized commercial vehicle scrapping in NCR.
The initiative will enable dealerships and customers of Eicher Trucks and Buses to access a structured, compliant process to retire aging fleet assets through government-approved channels.
This move comes at a crucial time for the domestic automotive industry. India’s formal vehicle scrappage ecosystem is expanding rapidly, with over 4.3 lakh end-of-life vehicles (ELVs) already dismantled through Registered Vehicle Scrapping Facilities (RVSFs) nationwide.
Streamlining Fleet Renewal for Eicher Customers
Under the agreement, Rosmerta will provide an end-to-end framework for decommissioning commercial vehicles across Delhi and neighboring NCR cities.
The partnership provides operators with several critical operational services:
- Digital Certificate of Deposit (CoD): Swift issuance of official scrapping certificates recognized by statutory authorities.
- PARIVARTAN Scheme Support: Complete documentation assistance to ensure vehicle owners can effortlessly claim regional policy benefits.
- EPR Credit Transfers: Generation and allocation of Extended Producer Responsibility (EPR) credits in compliance with circular economy regulations.
- Scientific Depollution: Environmentally sound recovery and dismantling of hazardous fluids, rubber, and heavy metals.
SS Gill, Chief Commercial Officer at VE Commercial Vehicles, emphasized that fleet operators must actively balance operating efficiency, total cost of ownership, and safety. He noted that collaborating with Rosmerta equips Eicher customers with an organized, hassle-free scrapping pipeline.
Subsidies and Financial Incentives Under Delhi NCR Frameworks
Fleet operators retiring older trucks and buses can leverage substantial financial benefits to lower the purchase costs of newer, compliant vehicles.
Under the National Capital Territory’s PARIVARTAN scheme, transport vehicles purchased against a valid Certificate of Deposit receive a 100% waiver on road and motor vehicle tax for 10 years. In addition, buyers can access a loan interest subvention of up to 5% on the finance charges of replacement vehicles.
Kartick V. Nagpal, President of Rosmerta Group, stated that while central and state authorities have built the regulatory foundation, the priority now is accelerating ground-level implementation. Bringing formal scrapping options directly to dealership touchpoints will encourage fleet owners to abandon unorganized, informal scrap yards.
Advancing Industrial Circularity
Beyond statutory compliance, the collaboration reinforces raw material recovery across heavy manufacturing supply chains.
By directing commercial fleets into authorized RVSFs, high-grade steel, aluminium, and automotive components can be scientifically sorted and recycled. This circular loop lowers dependence on virgin metal extraction and significantly curbs industrial emissions across the National Capital Region.
